I am writing to ask for your support of SB0031 (Office of Professional Licensure Review Amendments) and SB0204 (Physical Therapy Payment Amendments). Last year, the Legislature took an important step by recognizing physical therapists as primary care providers. These two bills build logically on that decision and help ensure that patients can access timely, conservative, and cost-effective care. SB0031 modernizes Utah's physical therapy practice act by aligning it with current education, training, and evidence-based practice. These scope enhancements allow physical therapists to practice at the top of their license, improve care coordination, and reduce unnecessary delays for patients, without expanding beyond our education or compromising patient safety. SB0204 simply aligns the copay structure with the Legislature's prior decision to recognize physical therapists as primary care providers. Physical therapy is exactly the type of care our healthcare system should be encouraging. It is conservative, evidence-based, and proven to reduce reliance on more expensive and invasive interventions such as surgery, injections, opioids, advanced imaging, and unnecessary physician visits. Unlike most healthcare services, physical therapy is not a one-visit encounter. Patients often require 6 to 15 visits to complete an episode of care and fully recover. When physical therapy is placed under a higher specialty copay, often $10 to $50 more per visit than primary care, that cost compounds quickly and becomes a real barrier. Research consistently shows that higher copays reduce patient adherence, lead to incomplete care, worse outcomes, and higher downstream healthcare costs. These bills do not mandate utilization, expand access beyond what the Legislature has already recognized, or create new obligations for employers or insurers. They simply remove barriers and align incentives so patients are encouraged to choose lower-cost, lower-risk care first.
